PARLIAMENT.
In the House of Representatives on Wednesday, Mr. Bowen moved that the Government should make reserves of the waste lands in every land district throughout the colony for hospitals and other charitable purposes. He *aid it would soon he too late to make; euch reserves.
After some discussion the motion waß carried on a divission by .*?:? to 21. Sir Robert Douglas moved an address to the Governor, praying for L/iOOO to be placed on the Estimates to open up the Great North Road between Whangarei and the Bay of Islands. Mr. Macandrew regretted he must oppose the motion, which was in the teeth of the decision come to at the opening of the session. LIO,OOO wan already on the Estimates for opening roads in the Province of Auckland. After noinc discussion, Sir Robert Douglas withdrew hia motion. Mr. Giabocno moved that the House will oo Wednesday nost resolve itself into a committee of the whole to consider the report of the Goldfields Committee on the claim of the Hauhau Tramway Company of Hokitika. After discussion, the motion was negatived hy 23 to 13. _ , , Tho socond readings of the Oamaru Market Reserves Bill and tho Education Bill werrt postponed till Wednesday nort. Tne Newmarket Reserves Bill was read a second time, and ordered to be committed on Wednesday next. The Plans of Towns on Private Lands Regulation Bill was read a second time. The North Otago Benevolent Society Bill passed through Committee without amendment, and passed all its remaining stages. Wellington, October 10. In the House last night the Becond reading of the Publicans' Licenses Bill was postponed till Wednesday next. In Committee on the Waiaroa (East Coast) Harbor Bill, on a division the endowment clause and schedule were struck out by 21 to 13. Mr. Russell charged the Premier with having telegraphed to native chiefs at Wairoa pledging the Government to support the Bill, whereas Sir George Grey had absented hinv self from the House, and other Ministers had voted against the Bill. Mr. Rces stated that the Premier was absent owing to ill-health. The Timaru Harbor Board Endowment Bill passed. The consideration of the Gold Mining Districts Act, 1873, Amendment, and Kdu cation Act Amendment Bills were post poned. The lattor proposes to afford relie: to Roman Catholics. The Government pro inise to take the discussion on it on this daj week. Mr. Stout moved the second reading o: the Joint Stock Companies Act, iB6O Amendment Bill. He iiaid that the objec was to enable the formation of societies sue! a* Bible and charitable associations, on : non-speculative basis, and without a dividenc being payable. The Bill was read a aeconc time. The following Bills were postponed : —Th< Rabbit Nuisance, Public Reserves Ament ment, Local Judications, Executive Council tors, Licensing, Fisheries Preservation. Special Powers and Contracts, Juries Acl Amendment, District Railways Act Amend mcnt, University of Otaga Amendment, Doj Registration, Debtors and Creditors Amend ment, Cemeteries Management Amendment, and Bribery. Mr. Stout moved the second reading ol the Otago and Southland Education Re nerves Leasing Bill. He said that ample provision was made to preserve the fee simple, and that the Bill would facilitate the .settlement of agricultural lands which the Government intended to cut into small blocks. Mr. Green opposed the Bill, and said that the Bill should be dealt with under the Waste Lands regulations. The second reading was agreed to on the voices. The House adjourned at 12.15 a.m.
