(FROM OCR OWN CORRESPONDENT.) Dunedin, September 23. The following cablegram appears in the Dunedin Star : London, September 22. _ A rumor has been confirmed that- Russia has submitted to Turkey a treaty of friendship in the form of a perpetual alliance, to be entered into on' the payment of a stipulated war indemnity. Prince Bismark is in a critical condition from erysipelas.
