The Turks promis.i reforms. England is to occupy and administer for Cyprus forthwith, and Sir Garnet Wolsley is to be appointed Governor. Congress is occupied with the question of the limits of the Bulgarian frontier. Tiie Australian cWoketers arc playing an eleven of the Orleans Club. Cyprus remains a part of Turkey, the surplus revenues being payable to the Sultan. The British withdraw on the restoration of Batouui, Kars, and Ardalian. The Tress generally approves of th.is warmly, although the Daily Nuws condemns it. The Ciii-.niK-l Squadron has gone to
Cyprus. Ministers, in reply to a question, said Russia is retaining the defensive. Berlin, July 0. ■
Oortsehakofi lias no objection to Hie transfer of Cyprus to England, but a great part of the Continental Press is opposed to it.
London. .July 10. Three regiments will embark for Cyprus immediately.
