Sir,.—l have examined into the different matters referred to me by you on Monday last, and beg to report as follows : 1. Surface Drainage in Am and Torridge. Streets.—l would recommend, in the meantime, two cateh-water being cut on the footpath line on each side of Torridge street, so that all surface water should run to the gratings in Beed street, north and south of the junction with that street, 2. As to Messrs, Grave's and M'-Phail's Joint Letter re flood water discharged on to their properties in Block XLVII. ,1 have to explain that there is a natural watercourse through the sections mentioned and part of reserve F. In forming Aln street a pipe was put under the embankment at this watercourse, and it is cmite true that this pipe discharges the water on to the sections

referred to, and not only this, but the surface water from part of Alii street also finds its way on to these sections. to the latter, I shall give instructions to have catch-water drains cut at the foot of the slope of the embankments, to carry the water to the outlet from the culvert; but seeing that there Was originally a -jVatercourse by sections 14 and 9, I think it a matter for the Council to decide whether the request of the petitioners for an extension of the pipe culverf.to Reed street should be granted or not. i I would also recommend that a gwlly hole and grating be put in on the west side of Reed street, opposite Usk street. I have, &c, D. A. M'Leod, Engineer. July 3, IS7S. The Engineer's memorandum was referred to the Public Works Committee, with power to act. It was resolved—That proceedings be taken for the recovery of arrears due for kerbfng and channelling, if not paid within seven days." Also, " That it be an instruction to the Town Clerk that all rates remaining unpaid. on the Ist of August are to be sued for without further notice, and that public intimation be given by advertisement to that effect." The Mayor and Councillors Gibbs and Procter were appointed, to draw up a memorandum of amendments in the law as affooting municipalities which tne Council's experience ha 3 shown to be necessary,- such memorandum to bo submitted to a special meeting of the Council to be called for the consideration of the same.

The polling places for the municipal elections were fixed as follows :—Jetty Ward, Mr. Procter's office, Road Board Buildings, Tyne-street; ■ Thames Ward, vacant shop near Wear street Hall ; Severn Ward, shop in Thames street, lately occupied by R.
