April 12. After surveying the line into town, Mr. Blair, Engineer, lias issued instructions to [liter the route altogether, mid make the line to Kelso. Much indignation is felt here at this alteration, which will be petitioned against. Kelso is oil a site continually flooded by the Pomahaka river, and there is not a building of any description there, but it abuts on the land of Captain M'Kenzie and Messrs. Herbert and Li'gan,
