April 11. Sir John Coocle will be hereon Monday next. Public charir table institutions should be administered, - and charitable aid distributed by a board f representing the Government, and the - several municipal bodies and county 1 councils included therein ; and that such portion of the cost of these institutions 3 and of charitable aid as is required to be ' provided by local bodies should be conJ tributcd by the several municipalities and j counties interested, in proportion to their , population."
