WELLINGTON. April 0. It is reported that the following changes will be made in the Civil Service Mr. Seed is to be relieved of the charge of the Marine Department by Captain Johnson as permanent head, with an increase to his present salary of LIOO per annum, taken from Mr. Seed's salary. Mr. M'Kerrow, Assistant Surveyor-General, is to be Under-Secretary for Lands, Immigration, and Goldlields : Mr. Huntley Elliott, Assistant Under-Secretary for Lands and Immigration ; Mr. Oliver Wakefield, Assistant Uuder-Secretavy for Goldfields. In consequence of the intended abolishment of the Central Store Department each department of the Government will be responsible for its own stores. The body of Capt. Allen, of the schooner Maiden City, was found to-day floating near the breastwork. An inquest will be held to-morrow. Allen has been missing since last Tuesday. It is reported that Major Heaphy lias been appointed Commissioner of Annuities in connection with the duties of his present office. It is stated here authoritatively that there is no truth in the statement that a disagreement exists between Ministers, and that certain heads of departments in the Civil Service have been obstructive. The Post says :—" We are assured by the present Government that they have received the most cordial and painstaking support and ready assistance from all the departments of the Civil Service ; that they have found the members of the Civil Service most able and efficient officers, and that no obstruction or insubordination whatever has been encountered by the Government in carrying out their views, either on questions of general policy or in their projected reorganisation of the Service." CHRISTCHTJRCH. April 9. The Tramway Company's share list has closed with sufficient applications to justify commencing operations. Subscriptions are being raised to pay the Primate's expenses of attending the Lam'oetli Conference. A man named German Charley lias been arrested on the suspicion of being concerned in the recent garotting case. David Adams, Mount Hastings, has had 2,000 bushels of oats destroyed by an incendiary.
AUCKLAND. April 9. The Government lias refunded the fine imposed upon Captain Logan some time ago on account of overloading the Hero. This decision was arrived at because the alleged offence was committed under an Australian certificate, which the District Judge refused to take cognisance of ; and as it has since been ascertained that New Zealand certificates are recognised in Australian Courts, the Government consider that New Zealand should reciprocate. Sir George Grey and the Hon. J. Sheelian proceeded to the Waikato today. Colonel Whitmore, at the Artillery Volunteers' inspection last night, said, in order to provide some harbor defence for the Colony, the Government intended applying to the Imperial authorities for a number of 64-poundei' converted rifle guns, the same as those aboard the Wolverine and Nymplie. These, in proper position, would make our harbors impregnable to .cruisers. It was intended to entrust them to Artillery Volunteers, and to encourage that, branch of the service.
