At a meeting of the Lyttelton Harbour Board, Mr. Cunningham proposed a resolution appointing a committee to report on the defence of Lyttelton harbour, and said the Government had neglected its duty in not having Sir William dervois to report on the defence of the Colony. Mr. Turner argued that the defences of the harbour did not come within the scopoof the Board. It was ultimately resolved to adjourn consideration of the matter for the Chairman to obtain a legal opinion unit.
