That all licensing districts slnj > far as possible, be bounded by the %i boundaries as the existing highways 1 tricts, boroughs, wards of boroughs* , other already defined areas of great dimensions. " 2. That all licensing officers shall i elected by the ratepayers. "That, on a requisition of tufrl householders in any district, it slul'S imperative on the Chief Magistrate J other authority of the district, to tak|n votes by ballot of all the adult\e<dd| in the district, in the usual cleilH manner, as to whether any license jfl or shall not be granted.
