Sin, —I fully admit that any act disobeying the Harbour-Master was lawless if the Harbour Board can point out to me by what act they give precedence to the' Samson over the Matau at the Oamavu Breakwater. I will submit to the Board. Further, if the Harbour Board-were any thing like acquainted with the rules and regulations of ports and harbours, they should give me a copy of the port regulations, as Harbour-Masters do at all other ports I have visited.—l am, &c, D.
