HEADS HOISTED ON POLES. CALCUTTA, November 17. It is clear that, in .spite of modern movements- and progress. Afghanistan is wedded to mediaeval practices. Latest advices from 'Kabul state that tho heads of a number of bad characters were hoisted at Jalabad as a warning that no one should attack the rights and property of his followbeings.
