CARD SYSTEM RECOMMENDED FOR “WORTHY” PERSONS ONLY. Australian and N.Z. Cable Association. (Received November 26, 5.5 p.m.) OSLO, November 25. The committee set up by the Government to. report on tlio results of the liquor prohibition plebiscite, recommends the issue of cards for persons over 21 years at age desiring to buy liquor, but suggests the debarring of persons who are breaking the liquor laws or who have proved themselves unworthy.;
