Although the members of the Legislative Assembly regard it as an established fact that an appeal will be made to the country within four months, they are still hopeful that something may happen to prevent it. The chaotic state of the rolls, consequent on the change over to the new electoral \ystem, is being urged as a reason for postponing the appeal to the country, but it is anticipated that Mr P. F. Loughlin will adhere to his determination to enforce an appeal to the electors. RAILWAY RATES RAISED. Despite the political upheaval and a tacit understanding that the Budget proposals would be abandoned, the increases in railway freights on certain goods, specially affecting country districts. comes into force to-day.
