CONTROL IN MESOPOTAMIA. BRITAIN TO FORM NATIONAL COUNCIL. Australian and N.Z ' SIMLA, Juno 3. The Civil Commissioner in Mesopotamia, replying to a deputation at Bagdad regarding the polity of Britain in, Mesopotamia, said the disturbed conditions on the borders of Persia and Turkey prevented the establishment of civil government, but those encouraging disorder would soon bo taught a severe lesson. _ The military authorities were determined to main, tain order af any cost. Mesopotamia had been under an alien Government for two hundred years, and it was impossible to establish a National Government immediately. Britain intended to form a National Council of Stato under an Arab president, which would hold office until the final constitution had befin determined. Britain under no circumstances would withdraw' from the country until it had satisfied the League of Nations that Mesopotamia was fit to stand *lon«*.
