SECRET NEGOTIATIONS ALLEGED TO HAVE OCCURRED.

Herr Hirsch, the Premier, informed the Prussian Diet that Dr. Froderger, on behalf of his supporters, had proposed a Rhenish republic, and secretly negotiated with the enemy, with a view to establishing a. neutral State under tho League of Nations.
