A. plan cannot be curried out in a day or a week, but it must be a guide so that each x'ortion added will ht in and help to complete the whom. In plain words, rulers and Parliaments - have always made careful provision for the strong and able; they - neglected the weak and lowly the material for tne foundation. ■ The foundation always gave way, and brought'down many lino structures. Ages have produced many great Umpires, but the rulers always forgot to taka the weaker , brethren by the hand and so march on to a higher and nobler plane where "His will shall be done on earth as it is in Heaven." Yes, sir, unless ' all our laws are built upon the plan that the poorest and weakest must bo made not only comfortable but taken along to higher comforts as a nation advances to higher civilisation. We are shown in "Holy .Writ"' that none can enter the "Kingdom of Heaven" or the "High, Happy State" unless they are no richer than their neighbours. "It says it is easier for a camel, to go through the eye of a needle than for a rich man to enter the Kingdom of Heaven." It is, therefore, no wonder, sir, we have the great unrest with us yet, and need not look for, Christ's second-coming until mighty alterations are made on this globe. Care must, however, be always taken that by adjusting our new laws wo, do not inflict unjust hardships on anyone, but rule by Eight ratber than Might. We cannot at once-demolish old conditions, but build around them until the old ones crumble away. As we have the means to govern ourselves we must adopt political moans to build up . rather than pull down our "New Kingdoms,", and to give a humble guide I give, the grand definition of politics I oaw ,in an old book, “God in History," where it said: : "Politics is the practical application of the Ten Commandments,- and those Commandment* put into few words mean, "Love God above all, and your neighbour as yourself."
