RESPONSIBILITY FOR WAR
A STATEMENT OF FACTS. In a survey of the work of the War Crimes Commission, Mr R. Riley, onicial reporter with the New Zealand Peace delegation, states: ''On the question of the responsibility of the authors of the war, and violation ot neutrality, the Sub-Commission on Facts state that they examined many documents relating to tho commencement of the world war and to the violations of neutrality which accompanied its inception. The facts justified the following conclusion —(u) That Austria-Hungary plotted with tiermanv in order to render a conflict with Serbia unavoidable; that Germany supported the Austrian policy, fully conscious of tho consequences it would entail, and dofeated all attempts on the part of the Entente Powors to bring about a peaceful settlement of the question at issue; that Turkey connived at and approved of tho proceedings of the Central' Powers, and prepared for her ultimate participation in war by placing her land and sea forces under German leadership; that Bulgaria, whilst carrying on negotiations with the Entente Powers, had entered into a secret understanding with Germany, which culminated in a treacherous attack on Serbia. (b) And that tho neutrality of Belgium and Luxemburg was deliberately and flagrantly violated." AUSTRIAN PEACE TERMS DATE OF DELIVERY FIXED. Australian and N.Z. Cable Association.
