OUTLINE OF THE TEEMS.

Outlines of the terniß of the AustrO' Hungarian Peace Treaty show that Austria will be'rcduced to what is now known as German Austria. Jugo-Slavia will be given Banat and Ternasvar, and Roumania will be given a largo part of Transylvania. Italy gets the Tyrol. Austro-Hungary will get sea access, regardless of the Fiunie outcome. Conscription is to bo abolished, and the I Austro-Hungarian armies will be reduced to a voluntary police force. Austria must surrender all munitions and artillery, and all but a nominal number of warships. Hungary must reduce her Roumanian frontier fortifications.
The economic provisions are similat to those of the German Treaty. The Czecho-Slovaks, Jugo-Slavs, .Hungarians and Austrians will share the pre-war debts proportionate to their interests when they were in the .Empire. A permanent Allied financial commission will handle the indemnities.
The Treaty provides for the trial ot those guilty of criminal acts. There is no provision for the trial of exEmperor Karl. A Special Commission under the League of Nations will superintend the Danube navigation.
LEAGUE COVENANT OMITTED FROM TREATY.
(Received May 20, 5.5 p.m.) NEW YORK, May 12. The "New York Times" Paris correspondent states that the League of Nations Covenant will not be incorporated in the Austrian Peace Treaty. THE TRIPLE ALLIANCE COMMENTS ON ITALY'S EXOLU* SION. Australian and N.Z. CSb]« Association. MILAN, May 12. There is much comment in the newspapers on the exclusion of Italy from the new Triple Alliance. The "Idea Nazionale" regards it as an attempt to isolate Italy. Some of the papers agroo that jt is a matter for diplomatic negotiation, not tor editorial comment, and express satisfaction that the Italians will not bo required for the defence of France without receiving an adoquate return.
