RETURN OF SHANTUNG. Australian and N.Z. Cable Association. (Received May 9, 10.20 p.m.) PARIS, May 5. Baron Makino, interviewed, said it was Japan’s policy to return Shantung in full sovereignty to China, only retaining the economic privileges granted to Germany with the right of settlement of Tsingtao under the usual conditions.
