At an American luncheon to the Japanese Ambassador, Mr Frank Powell, the chairman, said that the Mexican dispatch in which Germany expressed the hope that Mexico would involve America and Japan in hostilities was captured in Count Bernetorff’s luggage at Halifax, The American authorities refused to believe that snob perfidy was possible, until Count Bernstorff’s papers supplied the proof. Vissount Ohinda (who was Japanese Ambassador to Washington for some years till 1916, and then became Ambassador to London), in reply, said he was personally aware that Germany had long engaged in intrigues to cause trouble between America and Japan. Viscount Ohinda laughed to scorn the Continental rumours of a secret treaty between Japan and Germany.
