ADMIRAL VON TIRPITZ’S SPEECH GERMANY’S WILLINGNESS TO NEGOTIATE. By Telegraph—Press Association—Copyright BERLIN, February 19. Owing to tho interest being evinced in Germany the full text of the speech by Admiral von Tirpitz has been issued. Admiral von Tirpitz stated that ho only spoke for himself, but England could have no doubt regarding Germany’s willingness to negotiate if she would begin. He urged the press to handle the subject delicately.
