HE3L VISIT TO SOUTH AFRICA. CAPETOWN, February 19. General Botha, the South African Prime Minister, has refused a request from Natal to present the battleship New Zealand with two thousand tons of Natal coal, on the ground that she Is a British unit, and ought not to receive distinctive treatment, particularly as the Union Government contributes to the cost of the Navy.
