THE MINISTRY STILL INCOMPLETE. SERIOUS RIOTING AT KOBE. TOKIO, February 17. Tho political crisis continues. M. Yamamoto, who was asked to bo Premier of a Coalition Government, declines to accede to the whole of the Seiyukai party’s demands, and the Ministry is still incomplete. Serious week-end rioting took place at Kobe.
