CZAR’S REPLY TO EMPEROR FRANZ JOSEF. (Received February 17, 3.26 p.m.) ST. PETERSBURG, February 17. The Czar, in his reply to the Emperor Franz Josef’s autograph letter, referred to Clio long-standing friendship between the two countries, and added that Austria’s attitude in the past few years had impeUed Russia now to intimate her inflexible resolve to support the interests of the Slav brotherhood; but the Czar anticipated that a means would be found to maintain peace, having regard to the essential .bases of the Austrian policy in the Balkans.
