THE APPROPRIATION BILL READ A THIRD TIME IN HOUSE OF COMMONS. By Telegraph—Press Association—CopyTigh* (Received February 16, 5.5 p.m.) LONDON. February 16. In the House of Commons the Appropi iation Bill was read a third time. The Speaker certified the Bill as a money Bill. In the House of Commons on February 13th, Mr Tim Hoaly appealed to the Speaker not to certify the Appropriation Bill, providing for j.'1.800. 000 extra remuneration to doctors, as a money Billon the ground of over-riding the Insurance Act’s provision of a State contribution of two-ninths. Ha characterised the Bill as one of the grossest acts of illegality ever perpetrated by a constitutional Government. Mr Asquith announced that the payment would bo regularised legislatively in the next session. The Speaker promised to examine fha Bill before certifying. The Bill was read a second time.
