GENERAL UIAZ DECLARED DICTATOR. MEXICO CITY, February 10. General Diaz leads a strong tores of troops, which is in possession of the city arsenal and powder works. Tho outlook for the Government is dark. General Reyes was imprisoned by the United States Government for starting a revolution in Texas. Ho forfeited hia bail and went to Santiago, where ho was reimprisoned. General Felix Diaz has been proclaimed Dictator. President Madero is reported to haye tied to the sea coast. MARTIAL LAW PROCLAIMED. (Received February 11, 11.5 p.m.) MEXICO CITY, February 11. The rebels have proclaimed martial law.. Information as to the exact fate of President Madero and his supporters is unobtainable. Diaz ordered as little fighting as possible, hoping to capture the Maderoists alive. AMERICAN CRUISERS FOR MEXICAN WATERS. WASHINGTON, February 11. Two cruisers have been ordered to Mexican waters to protect Americana.
