NAVAL RIVALRY NO LONGER A DELICATE QUESTION. (Received February 10, 10.4.0 p.m.) LONDON, February 10. The “Daily Mail” states that if Germany wishes to diminish naval competition it means simply that the British programme is based on the programme of the Triple Alliance, and if they reduce their programme, the British programme automatically falls. BERLIN, February 10. The “Kolmscheze Zeitung” declares that the naval agreement is merely a platonic declaration, which is not binding, yet removing naval rivalry from the category of delicate questions and allowing the Governments to proceed to a friendly discussion of other matters. The Berlin “Post” declares that tho Dominion Dreadnoughts must be counted if Germany is to accept the ten to fifteen proportion.
