“FORERUNNER OP NAVAL PEACE.” “SENSELESS SYSTEM MUST BE ENDED.” BERLIN, February 9. The Liberal and Radical press welcome Admiral vou Tirpitz’s proposal as the forerunner of naval peace. The Nationalist papers are sceptical regarding the proposed rates of building, and declare they have no meaning without a guarantee regarding colonial Dreadnoughts. Tho press largely accepts the Tirpitz margin. Herr Persius, writing to tho “Berliner Tageblatt,” says tho German declaration is a complete broak-away from her previous standpoint—that limitation was impossible—and points out that it would be suicidal from Britain’s standpoint to allow tho Gorman Navy to grow relatively any stronger. Tho present senseless system must be ended, in no chaffering spirit. The “Reichshote” says it is a mistake to believe that Germany can now. disarm; the time is too critical. Britain’s policy is not steady enough for Germany to trust her across the road. Tho “Taeglische Rundschau” _ says that Germany will only be sufficiently protected when tho proportion of her Navy- is one and a half to one. Tho “Schlesischo Zeitung” remarks that Admiral von Tirpitz made merely, a friendly theoretical declaration.
