Tho newspaper ‘'Observer” insists on a two keels standard, and adds: “Admiral von Tirpitz suggests a temporary settlement on Germany’s terms. England’s naval strength must bo subject to widespread dispersion, while Germany’s is concentrated in tho North Sea. Tho only safe settlement will bo between tho Triple Alliance and the Triple Entente, not by England and Germany alone. The whole British sea power of the future depends on tho growth of tho Empire movement.” The Royal Navy League insists on the two keels standard. Tho league maintains that Britain is concerned with Germany alone; a powerful fleet of ton Dreadnoughts must bo commissioned for tho Mediterranean by the end of 1915. Britain needs a onoPower standard there.
