ADJOURNMENT OF COMMITTEE. LONDON, February 8. The Putumayo Committee has been adjourned, for reappointment next session. CONDITIONS GREATLY IMPROVED. MISSIONS TO BE ESTABLISHED. (Received February 9, 6.6 p.m.) WASHINGTON, February 9. The State Consul, Mr Fuller, reports that tho conditions at Putumayo nave greatly improved. The Peruvian Minister, Senor Pezet, announces that his Government has decided to establish missions throughout the affected districts to co-operate with the . Roman Catholic hierarchy to improve the aborigines’ status. The Government is erecting a wireless apparatus to keep in touch with the Putumayo country, and culprits, wherever found, will be prosecuted. Mr Fuller finds that a section of the chiefs employed by the Rubber Company is chiefly responsible for the atrocities. Several chiefs admitted culpability. Indians are bought and sold to settle ordinary debts. A state of espionage prevails, and tho spies are employed by the Rubber Company, which has used every effort to prevent investigation.
