ARRANGED BY SIX-POWER GROUP. PEKIN, February 4. The six Powers have arranged a £25,000,000 loan at 6} per cent., at 96}. China gives 7} per cent, for 7,000,000 Treasury bills before April. NEGOTIATIONS RUPTURED. (Received February 5, 10.40 p.m.) PEKIN, February 5. The French and Russian Ministers have ruptured the loan negotiations, objecting to Italy and Germany participating.
