After outlining optimistically the Government’s programme of administrative reforms, Shovket Pasha was cornered on the question of whether there would bo peace or war. Ho declared: “Peace, if Europe makes peace possible.” Ho added: “Wo do not intend to defy Europe or to reply to her advice by "bluster. Wo do not want to_ draw the sword unless in the alternative of a reprobation of Mussulman opinion.”
