A blue book has been issued dealing with the Panama Canal question. It is stated that Mr P. C. Knox, United States Secretary of State, declares that tho reply of Sir Edward Grey, British Foreign Secretary, that tho British objections relate exclusively to tho Canal Act, which does not fix tolls (tho tolls being fixed by proclamation), disposes of the suppositions of possible injustice and inequality. Mr Knox states that tho mere possibility that there is no ground for arbitration suggests that Great Britain may require to examine tho computations whereon tho tolls aro based, with a dew to determining whether there is any unfairness. Ho adds that differences regarding such questions of fact may bo referred to tho Joint High Commission provided in tho unratified Anglo-American Arbitration Treaty of 1911, which America is prepared to ratify.
