AUSTRALIAN SUMMARY
(PEP. PRE-IS AGENCY.) Melbourne, November IS. On Fri lay list the member for Carlton addressed his constituents on the reform question. He advocated moderate measures, hut the meeting was against him, and yesterday, finding that his views were not in accordance with those of ids constituents, he resigned. He has not yet decided whether to offer himself for re election. The Reform Bill passed through committee in the Assembly in half an hour. Most of the members look up m the whole thing as a farce and sham, and it is certain not to pass the Council. The stamp duties were passed through’the committee. The banks have petitioned against them, believing that the time when they come into operatiou is too short, and that the Imperial practice be followed. There have been several disgraceful scenes in the House, and a caucus of Government supporters have been called for to-dav to decide wlr.it is to be done with regard to Gaanson and Bent, the most objectionable members to the Government.
