Sir, —I was not aware when I wrote my opinion on this matter for the Hutt County Council of the 21st September of “The Financial Arrangements Act 1878 ;” but beyond the fact that the Act directs the Governor to apply £30,000 towards the cost of the Wellington Hospital, and that the balance of proceeds is to be paid into the credit of the Consolidated Fund, there is nothing to alter the views I hold as to the application of the proceeds of sale. I cannot but think that when the Legislature passed the section above referred to, they knew nothing of the terms of the grant, or of the provincial legislation on the subject.—l am, sir,
