The Ameer of Afghanistan has left tbe English ultimatum unanswered. . London, November 21. At the Cabinet Council held yesterday it was resolved to transmit orders to India directing the advance of tbe troops. Tbe Bank of England has reduced the rate of discount to 5 per cent. A despatch from the Secretary of State for tbe Home Department reviews the relations between England and Afghanistan. It appears that the difficulty arose in 1873 through the Gladstone Cabinet overruling Lord Northbrook’s proposal to assure the Ameer of Afghanistan of protection from any Russian attack.
