Tho Czar has formally announced to the British Government that ho intends fulfilling the Treaty of Berlin, and he has directed the Imperial officials accordingly. A Berlin telegram says Germany has dedeoidsd to occupy the whole of the Samoan Group. Salisbury has informed Spain that England is prepared to revise the wine duties. The Emperor of Russia has assured the British Ambassador at St. .Petersburg that he wishes faithfully to execute the Treaty of Berlin, and that it was only in order to bring about the desired pacification that he occupied the Turkish territory. Sir Stafford Northoote, speaking at Winchester, said that he believed that the rectification of the frontier of the Indian Empire will probably be confined to a permanent occupation of Quettah. Calcutta, November 12. General Biddulph has arrived at Quettah All the leading tribes of Derai Ismail aud Dera Ghazee Khans, on the frontier, are exceedingly friendly.
