An Evening News' special, dated London, February 7, says:—Notwithstanding the warning of England against advancing on Constantinople, and in violation of the promises of the Czar, the Russian' troops, by rapid marching and combined movement, have seized Constantinople, and now occupy the-capital. Russia has refused to agree to the Austrian proposal of a Conference at Vienna, Russia desires that the Conference should take place at a town in soma smaller State.
