The Russian head-quarters have been transferred to Adrianople. Russian troops have arrived at Tchortu, the population of which have evacuated the town. The Russians are marching against the Checkmedge lines. , Sir, Stafford Northcote stated in the House of Commons that, according to authentic information, the conditions of peace included the formation of Bulgaria into an autonomous military principality, with a Christian ruler ; the independence of Roumaoia, Servia, and Montenegro; the administrative autonomy of Bosnia and Herzegovina; payment of a war indemnity; and an ulterior agreement prolacRussian interests in the Dardanelles. Northcote declared these conditions destroyed the keystone of South-Eastern Europe* and would affect both European and British interests. He further said that a separate treaty between Russia and Turkey was inadmissahle; that the six millions were asked for as a vote of confidence, and to give England prestige at the European Conference. He added that the orders given for the fleet to eater, the Strait of the Dardanelles had been countermanded, Russia having agreed to refer the question of the Strait to a European Oonferenbe. The Commons agreed to the adjournment of the debate to Thursday. January 30. : The Russians are rapidly advancing on Constantinople. The French Mediterranean squadron and the Italian squadron have been despatched to the Levant.

O’Loghlen announced to a meeting of electors on Saturday ; that the Governor has received a telegram from the Imperial Govern-' meat approving of his conduct, and consenting to the item of payment of members being placed in.the Appropriation Bill ; and further, instructing him not to interfere with the local disputes of the ■ two Chambers of the Legislature.
