Adelaide wheat, fils, to 635.; New Zealrnd, 435. to 455.; New Zealand hemp is flat. The New Zealand four per cent, loan is 1 per cent, lower. Wool is quieter; when the sales closed 42,000 bales were unsold. The Otago Harbor Loan has been fully subscribed. The average price tendered was 102 J." Arrived; Electra, from New Zealand. A circular despatch from the Porte has been received, soliciting mediation, and the collective intervention of European Powers is proposed, in order.to prevent further bloodshed ; but peace conditions were not stated. The Italian Government accepted the proposal for. mediation made by the Porte, but believed proposed mediation would be unsuccessful. The Russians are advancing upon Betrbva from Elena; Consols, 95J. December 18. Russian reinforcements are arriving before Erzeroum. Several skirmishes have taken place near Batoum. December 19. The German Government has refused to entertain the Turkish proposal of mediation. , The Russians have occupied Betrova. The Glohe publishes a rumor that Parliament will meet on the 17th January, in consequence of the-critical condition of affairs in the East. SPECIAL TELEGRAM. An Argus special telegram, dated London, December 16, says Servia justifies her declaration of war against Turkey on the ground of oppression. The Czar reviewed 70,900 troops at Plevna. Forty thousand Russians have reinforced Gourka at Orchanie.
If is improbable that Russia will consent to an armistice unless upon definite peace proposals.
The Servians were checked in their first encounter with the Turks.
It is stated that before opening the Turkish Parliament, the Sultan, unknown to the members of the war party, called Safvet, Raouf, and Raschid Pashas, and the Grand Vizier, to a private Council, and expressed strong peace sentiments. He desired a telegram to be despatched to the European Courts, begging immediate mediation. Italy has given a favorable reply. The Times impresses on both combatants the necessity of speedy agreement, and recommends concession on the part of the Turks and moderation on the part of the Russians. The ship Hibernia, with 560 miles of cable, was wrecked in Mali rat ta Bay. No lives were lost.
The Lusitania sailed ou the Bth December. Osman Pasha committed suicide with poison, the supposed cause being the Moslem inveterate objection to amputation.

The 'Morning Post says that the Cabinet have under consideration a circular despatch from the Porte intimating its willingness to accept mediation by the European Powers. December 16. The Servian army have received orders to cross the frontier.
Gavau Duffy, the Speaker of the Victorian Assembly, has been created a Knight Commander of St. Michael and St. George. The French Assembly have voted direct tax-es and two-twelfths of budget. ' The Turkish circular to neutral Powers is said to be instigated by England.
The Australian mails via Brindisi were delivered in London on the 11th. The Turks have evacuatad Elena. Servia has declared war, and will probably operate with Roumania against Widdin. The Turks are aiding persons conspiring against Prince Milan. Arrived—William Davie and Waikato. Wool sales closed—tone, weak and halting. AUSTRALIAN NEWS. Melbourne, Thursday. The Council postponed the Appropriation Bill. The Assembly adjourns to-morrow till the middle of January. The Council has postponed the second reading of the Appropriation Bill because they thought the discussion might create a feeling of animosity between the two Chambers. The City of Santiago arrived to-day ; 45 days from Plymouth.
