COUNTY COUNCIL, WAIRARAPA EAST.

A meeting of the above Council was called for Thursday, January 4, but owing to the notices not having reached the members in the Castle Point district, no quorum was present. In addition to this, bad weather on the day of nomination had caused the election to lapse within the Awhea riding.—The members for Wainui-ora county met at Masterton, and then took all possible steps towards securing the presence of the absent members. On Saturday, the 6ch inßt;., Mr. Wingate and Mr. Yorke arrived from Castle Point, and the Council met at 6 p.m. and transacted the following business : Mr. G. Beetham was elected chairman unanimously, the motion being proposed by Mr. Bunny and seconded by Mr. Wingate. The. Chairman then explained the information conveyed by the Government regarding the new election required for Awhea riding ; and Mr. Wilson was appointed secretary and clerk, with a fee for attendance and correspondence, pending a meeting of the: whole Council when elected. Mr. Whittington Green was appointed returning officer, and the necessary instructions given to him. The Chairman then intimated that a conference was proposed by the Council of Wairarapa West to consider the adjustment.of boundaries, &c, and a resolution was passed fixing January 27 as the date of such conference, provided that day suited the convenience of members for County Wairarapa West. The chairman was empowered to alter the date if absolutely necessary. In the absence of so many of the Council, the Chairman requested that the members present should not discuss any business except such as was absolutely required, and the following notices of motion were given for next meeting :

Proposed by Mr. Bunny,—That the Counties Act be brought into full operation. Proposed by Mr. Mekedith, —That the Council recommends tljat that portion of the Masterton Highway District situated within the boundaries of County Wairarapa East be separated from Masterton Highway Board. By Mr. Yobke, —That Government roads and county roads within the county be defined, and the termini of such roads named. By Mr. Bunny,—That the question of bylaws be considered for the sake o£ expediting the conduct of business at future meetings. Mr. Yorke, as chairman of Castle Point Highway Board, expressed himself willing to furnish a copy of the standing orders adopted by that Board, which embodied the results of five years' experience of work of a similar character..

His offer was cordially accepted as a basis upon which to act. By Mr. Wingate,—That the adjustment of the boundaries between Counties of East and West Wairarapa be considered. By Mr. Yorke, —That the question of the return of expenses incurred by members attending the Council be consideied. The next meeting was fixed for 10 o'clock a.m. at Masterton on January 27. At the commencement of the sitting, the Chairman returned thanks for the honor conferred upon him, and stated further .that from the cordial and hearty manner in which the Council had entered upon its duties, from the tone of the present meeting, and from his personal knowledge of many of his c»lleagues, he felt sure that his duties would be relieved of much of the care sometimes attached to the office. He could only say he would do his best to further the business in an impartial and amicable spirit, and he knew he was certain of support.
