In yesterday’s issue we printed a letter from Mr. W. T. L. Teavers, in which he took up the same position as the Lyttelton Times in regard to the recent prorogation of Parliament. We. have already dealt with this question, and intend to do so at more length, probably to-morrow. In the meantime we may draw Mr. Teavees’ attention to one fact. The letters of instruction to his Excellency the Governor, under letters patent, contain the following clause (No. 9): — “And we do authorise and empower you to exercise all powers lawfully belonging to us in , respect of the summoning, 1 proroguing, or dissolving any legislative bpdy now or hereafter established within our said colony, and in respect of the appointment of members thereto.” Mr. Teavees, in addition to wishing for a reputation of knowledge in all the “ologies,” also desires credit as an authority on constitutional law. But hia information in this last respect is plainly superficial, else he would not Have forgotten that the Counties Act was assented to by the Governor before Parliament was prorogued, and is now therefore law under any circumstances. However, as has been said, we propose to deal more fully with this matter to-morrow.
