BULL'S LOCAL BOARD.
(FROM OUfi OWN COBRESFONDENT.) i The usual monthly meeting of the Local Board was held in the courthouse, Bull's, on Monday evening, 4th inst. Present—Messrs. S. Pagan (in the chair), E. D. Lewers, Henry Wilson, and F. W. Evans. MINUTES. The minutes of the special meeting held on the 28th instant were read and confirmed. FINANCIAL BEFOBT. The Treasurer stated the reasons why he was unable at that meeting to present a report on the financial position of the Board. He hoped, however, by the next meeting to be in a position to bring up a full report, ■ :_•'■■• CORRESPONDENCE. The Secretary read the following correspondence : Circular from the Provincial Auditor, addressed to the Treasurer, reminding him that
section 70 of the Local Boards Act had not been complied with. From, a desultory discussion which ensued it appeared that a voucher had been lost. It was resolved, therefore, that the Secretary be instructed to send a copy of the missing voucher to Mr. Bracken, requesting him to sign and return the same. Letter from Mr. D. E. Nathan, complaining of the number of cattle straying at large in the township, and asking that the by-laws relating thereto might be strictly enforced. It was stated by the Chairman that the matter had been already attended to. Letter from Mr. E. Stevens, asking permission to erect posts and rail opposite his shop, and a slaughter-house adjoining the old boilingdown establishment. It was resolved to grant permission to erect the posts and rail. In the interests of the public, the Board felt compelled to refuse Mr. Stevens's request with regard to the slaughter-house. On the motion of Mr. Lewebs, seconded by Mr. Wilson, it was resolved that the Board be constituted a committee to confer with Mr. Stevens and to agree with him upon a site. Letter from the Secretary, notifying that in accordance with the Board's instructions he had engaged Mr. Bead to repair the kerbing and footpath in front of Messrs. Bull's timber yard. The work was finished, and the accoiint had been sent in amounting to £1 15s. On the motion of Mr. Wilson, seconded by Mr. Evans, it was resolved that Mr. Head's account be paid, and that a copy of it be presented to Messrs. J. and 0. Bull, and payment requested. DRAINAGE. The Drainage Committee reported that as the engineer had had no time to complete the levils, no further progress could be. reported. EARTH CLOSETS. Mr. Wilson brought forward the subject of earth closets. He thought that in a place where the inhabitants depended so much upon wells for the water used for domestic purposes, it was absolutely indispensable, in a sanitary point'of view, that earth closets should supersede the old-fashioned cesspools. Many of the ratepayers were in favor of the system, and he should therefore move that on and after the Ist of December next the use of earth closets be compulsory within the limits of the Board. Mr. Lewers seconded the motion. Mr. Evans moved as an amendment, that before enforcing the use of earth closets a meeting of the ratepayers be called, and the voice of the people taken in reference thereto. He did not move the amendment out of a spirit of opposition, but simply because he was convinced that the system could not be carried out. There being no one to second the amendment, it lapsed, and the original motion was carried. ■.,•■■, . the returning officer. The Secretary was instructed to write to Mr. D. E. Nathan for his account as returning officer. SUBSIDY. It, was resolved that the Secretary be instructed to apply to the Provincial Government for the annual subsidy. The meeting adjourned till the first Monday in November.,
