Sir, —A general opinion seems to prevail that the Provincial Secretary writes the leading articles in the Independent. If there is one circumstance more than an*other to strengthen this opinion, it is to he found in his speech in Council on Thursday last, on the second reading of the Loan Bill. The legal observations which the Provincial' Demosthenes ' then made, and also his allusions to Ihe NorJAine'e Upper House, with some slight variations and additions, are of the same purport as those published in the Independent a few weeks back. IF he is not the Editor of the Independent, he borrows his ideas from that paper. He is thus placed in the horns of a dilemma. If the former, he ought not to dray/ £400 a year from the pockets of the people for editing a paper. Jf the latter, he is unqualified for the office he fills, and therefore the sooner he is ejected, the better. I remain, Sir, Your obedient Servant, PUBLICOLA.
