Sir, — Your Excellency having, in the Civil Secretary's letter of the 14th ultimo, promised to give your attention to any suggestions the Provincial Government might make relative to the disposal of the lands recently acquired in the Wairarapa Valley, I have now the honor to recommend, with the concurrence of the Commissioner, that the following instruc-
tions be issued to him by your Excellency : Ist, That the Commissioner should for the present reserve, as a Hundred, the Tauwarenikau Block (known as purchase No. 4} extending from Burling's Station to the Paver Waingawa, and bounded towards the East by the unpurchased land, and towards the West by the Tararua Kange, in order togive the promoters of the " Small Farm Scheme" an opportunity of carrying it out. And, 2ndly, That the Commissioner should" thsa notify that the other portions of the V alley which have become the property of the Crown will be open for sale on a certain day, of which day due and sufficient notice shall be given to the settlers in the Wairarapa ; and that if, upon that day, two or more competitors apply for the same piece of land, one of -whom is an occupant of the Wairarapa, they snould not be regarded as having equal claims* but, that the Wairarapa settler should be regarded as having the preferable claim to the extent. of 040 acres (if it lay around his homestead) of the land so applied for — such single block to be so taken as not unduly to monopolize water or bush, and subject to the usual regulations as to form, right of road, surveys, &c.
