We understand the following promotions have recently been made in the 58th Regiment :—Major Arney to be Lieutenant-Co-lonel unattached, by purchase ; Captain Nugent to be Major, do.; Lieutenant Cooper to be Captain, do.; and Ensign Palmer to be Lieutenant, do.
