FOREIGN INTELLIGENCE. France.
The Paris elections, to the astonishment of the Conservatives, have terminated in favour of the Socialists. To be sure the Paris Socialist list contained the most sensible and moderate men of the party — Carnot at the head of them — bat it never was expected that they would have ridden triumphantly over all the others in their way. The worst that was feared was, that Carnot would gain his single election. As it turned out, the lowest on the poll of the Socialist candidates was 7000 a head of General Labitte, the highest on the Conservative poll, and Minister ef War to boot. A change of policy in high quarters will probably be rendered necessary by this unexpected result. — Atlas, March 16.
