The German constitutional farce is expanding itself into a comedy. The Erfurt Parliament, its pretensions and intentions — was simply a ludicrous idea, without plot or combination. But we have both now. We haver a Munich " Three Kings' League," and a Berlin "Three Kings' League." To the first belong Bavaria, Saxony, and Wurtemburgh — to the second Prussia, Saxony, and Hanover. It may seem strange that Saxony should belong to both; but, stranger still, Hanover is uncertain whether she will belong to either ; and Prussia is said to be mortally offended at her conduct. Out of such a confusion who but a German can create order ? Both projects provide for a federal government — a federal Parliament — and the regulation of the nationality of Germany. Both distinctly define the number of deputies to belong to the several states. But the first plan embraces all Germany, while the second provides at present for all those stales supposed to be favourable to the league, with a proviso that all others may enter it hereafter. The tone of both documents is loose and general, defining no principles, except those of representation, and of undertaking, in common, the regulations of internal commerce and external war. In fact, a more unmeaning series of papers was never yet accompanied with a more absurd and impracticable mode of 'propounding and adhering to them. — Ibid.
