Each Tender must be marked on the envelope, " Tender for Engineer Services, 11 and must be accompanied by a written statement of two persons, expressing their willingness, in the event of the tender being accepted, to become bound for the "due fulfilment of the Coutract, the penalty of the bond being equal to half the sum required for the performance of the engagement. •'G.
