The Council proposes, to pledge a Special Rate of four-fifths of one penny (4-sd) mi the £ on the rateable; value (on the basis of the Unimproved Value) of all rateable property within the Island Bay, Kilbirnie, and Ohiro Districts of the City of Wellington, otherwise known as the Melrose Ward thereof, as security for the said Loan of £33,500 and the interest and sinking fund thereon. It is proposed that the whole amount of the Loan shall be repayable at the expiration of a term of 25 years, computed from the Ist September, 1904.
